Empress Theodora at the World Congress

Empress Theodora is the wife of Emperor Justinian I. She ruled over the Byzantine Empire, which (at its peak) ruled over most countries around the eastern Mediterranean. She is portrayed as a cunning and perceptive woman, often looking through other leaders' plans and making schemes to sabotage others.
In this sketch, Theodora discusses with other leaders about what to do about Gandhi. During the conversation, she mocks Dandolo's lack of cities, argues with Ramesses regarding his Wonder monopoly, and secretly messages Catherine about how she makes her art using stolen ottoman gems. When [[Suleiman finds out, they both denounce each other. In the end, when Elizabeth demands that everyone make a contribution against Gandhi, Theodora says she'll "put up an effort".
In this sketch, Theodora is part of a World Congress with multiple other world leaders. When Enrico Dandolo puts forth his proposal of making himself the World Leader, she's the first and initially only person to notice. As the discussions progress, Theodora continues to argue against Dandolo, eventually reaching the conclusion that, if they all vote for an embargo on city-states, Enrico will stop having so much power during voting. Everyone except Dandolo agrees.
